    Only when it is hot. If you look carefully at a cold lamp, you can see the beads of the stuff.

    And if said bulb has popped, the mercury vapour would have escaped... Meaning, the mercury would more than likely no longer be in the bulb.

    I always do bulb replacements in a well ventilated area (usually outdoors to be honest). Means I can give them a good dusting at the same time.
