Dear All

I have attached a paper I wrote a while ago on the effectiveness of a BSF project. I know BSF is dead but it does highlight some issues relating to IT outsourcing and other school IT issues. I have taken out some sections as they are either not relevant or may be a little too contentious. Perhaps the conclusions (Section 3) might be the most useful.
